2Is the deposit a hold or a charge?
On a credit card it is normally a pre-authorisation — a hold that reduces your available limit without leaving your account. When the company releases it, the limit comes back; nothing is refunded because nothing was taken.
On a debit card, or when a company charges the card instead of holding it, the money does leave your account and comes back as a refund, which can take longer to show. Ask which one the company uses before you sign.

Traffic fines and Salik tolls are registered against the car, not the driver, and they reach the rental company after you have gone — a speed camera fine can take days to post. The company keeps the hold long enough for them to arrive, then deducts anything owed and releases the rest.
