Quick answer

As a visitor, yes — with an International Driving Permit (IDP) alongside it. An Indian licence is generally not enough on its own, so arrange the IDP in India before you fly; some firms may accept an English-text licence without one, but the IDP is the safe route. If you live in the UAE, you need a UAE licence instead: India is not on the RTA's exchange list, so there is no direct swap, and you go through a driving school and tests.

Visitor or resident: the rule is different for each

Renting a car in Dubai on an Indian licence starts with one question: are you visiting, or do you live in the UAE? A visitor is a tourist or short-stay traveller on a visa or visa on arrival. A resident holds a UAE residence visa. At the time of writing the rules for the two are completely different, so work out which one you are before you read on.

  • Visiting: carry your Indian licence together with an International Driving Permit (IDP). An Indian licence on its own is generally not enough to rent, and the IDP is the safe, reliably accepted route.
  • Living in the UAE: you must drive on a UAE licence, because your Indian licence is no longer valid for driving here. India is not on the RTA's exchange list, so there is no direct swap — you enrol at a driving school and pass the theory and road tests, plus the eye test.

The live rule sits on u.ae, the UAE Government portal, and on rta.ae, the site of Dubai's Roads and Transport Authority (RTA). The RTA's exchange list can change without notice, so check both before you travel or book.

Renting as a visitor: your Indian licence plus an IDP

As a visitor, the general principle is that you may drive a rental on your home licence if the UAE recognises your country and licence; if it does not, you must carry an International Driving Permit (IDP) alongside it. For an Indian licence the practical advice is simple: it is generally not enough on its own, so plan to carry an IDP with it. Our guide to driving on a foreign licence covers the wider picture.

Some rental firms may accept an English-text Indian licence without an IDP. Companies vary, though, and you cannot count on it — the IDP is the safe route, and carrying it removes the doubt.

An IDP is a translation of your licence, not a replacement for it, so it works only alongside the Indian licence: carry both, and have both ready at pickup. It is a home-country document, so arrange it in India before you fly rather than hoping to sort it out after you land.

  1. 1Get the IDP in India, from your RTO (Regional Transport Office) or an authorised motoring association, before you travel.
  2. 2Ask your rental company whether it accepts an Indian licence with an IDP — companies vary.
  3. 3Pack your original Indian licence and the IDP together. A photocopy of the licence will not do.

What to bring to the rental desk

Two checks come before the paperwork: your age and how long you have held your licence. The minimum rental age is usually 21 (often 25 for luxury cars), and the licence is usually expected to have been held for at least a year. Companies vary, so confirm the figures with the one you book — and see our guide to under-25 car rental if you are under 25.

At pickup you will then typically need the following. See also our guide to the documents to rent a car in Dubai.

  • Your original Indian licence — no photocopies.
  • Your IDP, to go with the licence.
  • Your passport, showing the UAE entry stamp or visa.
  • A credit card in the main driver's name, for the deposit.

If you live in the UAE: you need a UAE licence

The visitor rules above stop applying once you hold a UAE residence visa. From then on you must drive on a UAE licence, and your Indian licence is no longer valid for driving here. An IDP does not change that: it is only a translation of your Indian licence, not a replacement for a UAE one.

The RTA lets residents from some countries swap their home licence for a UAE one without a road test. Its exchange list covered about 57 countries as of its 2025 announcement, and at the time of writing India is not on it, so an Indian licence cannot be swapped directly. The list changes, so check the current version on rta.ae or u.ae.

A resident with an Indian licence instead enrols at a driving school and passes the theory and road tests, plus the eye test — a full test route, not a swap. For contrast, a swap for a listed country is around AED 1,000 (eye test and fees) at the time of writing. That route is not open to you, and this guide does not quote a cost for the driving-school route, so ask the RTA and the school for current fees.

  • A faster route may exist, but confirm it first. Some experienced drivers may find that a faster, reduced-class route exists. We cannot confirm the current options or who qualifies, so ask the RTA before you plan around it, and do not assume it applies to you.
  • 'No direct swap' is about the Indian licence itself. For a few exception countries — the UK, US, Germany, France and Japan — the RTA goes by the country that issued the licence, not your nationality, so a licence issued there can be exchanged even by someone who is not a national. If you also hold a licence from one of those countries, ask the RTA how it would treat it.

Just been granted a residence visa and unsure where you stand? Check the current position on rta.ae or u.ae before you drive, rather than relying on the visitor rules.

Practical tips before you drive away

  • Mind the time limit. A visitor can drive on a home licence for roughly up to 3 months or the length of the visa, whichever is shorter. If you plan to stay beyond that, or your status is changing to resident, check the current rule on rta.ae first.
  • Do not rely on English text alone. If your Indian licence has English text, some companies may accept it, but the IDP is the translation that removes the doubt.
  • Use the main driver's credit card for the deposit. The card must be in the main driver's name; ask the company how much it will hold and when it is released.
  • Ask about tolls and insurance before you sign: how Salik tolls (Dubai's road tolls) are charged, what insurance is included, and whether any of it depends on the licence you present.

Before you book: confirm the rule on the official sites

Licence rules can change, and the RTA's exchange list changes without notice. This guide is general information, last checked in October 2026, and is not legal advice. Confirm the current rule on rta.ae or u.ae, and with your rental company, before you rely on it. The places to check are:

  • u.ae — the UAE Government portal, for the official statement of the rules.
  • rta.ae — Dubai's Roads and Transport Authority, for the exchange list and the current licence rules.
  • Your IDP issuer in India — your RTO or an authorised motoring association — for how to apply.
  • Your rental company — for what it accepts at pickup, since companies vary.

Frequently asked questions

Do I need an International Driving Permit to rent a car in Dubai with an Indian licence?

As a visitor, plan on it. An Indian licence is generally not enough on its own, so you need an IDP alongside it. The IDP is a translation of your licence, not a replacement, so you carry both. Arrange it in India before you fly, through your RTO (Regional Transport Office) or an authorised motoring association.

Is my Indian licence enough on its own if it has English text?

Not reliably. Some firms may accept an English-text Indian licence without an IDP, but companies vary and an Indian licence alone is generally not enough. In general an IDP is needed when a licence is not in English or Arabic, or when the country isn't recognised. Carrying the IDP removes all doubt.

How long can I drive in Dubai on my Indian licence as a visitor?

Driving on a home licence is valid roughly up to 3 months or the length of your visa, whichever is shorter. With an Indian licence, carry the IDP alongside it for that whole period. If you plan to stay longer, or your visa changes to a residence visa, check the current rule on rta.ae or u.ae before you drive.

What documents do I need to pick up a rental car in Dubai?

Typically your original Indian licence (no photocopies) with your IDP, your passport showing the UAE entry stamp or visa, and a credit card in the main driver's name for the deposit. Companies vary, so confirm their list when you book.

What is the minimum age to rent a car in Dubai?

The minimum rental age is usually 21, and often 25 for luxury cars. Companies also usually expect the licence to have been held for at least a year. Both vary by company, so check before you book. Our under-25 car rental guide covers the younger-driver side.

Can I keep driving on my Indian licence once I have a UAE residence visa?

No. Once you hold a residence visa you must drive on a UAE licence, and your Indian licence is no longer valid for driving here. An IDP does not change that, because it is only a translation of your Indian licence. If you are unsure where you stand, check rta.ae or u.ae.

I live in Dubai. Can I swap my Indian licence for a UAE licence?

Not directly. At the time of writing India is not on the RTA's exchange list, which covered about 57 countries as of the RTA's 2025 announcement, so there is no direct swap. A resident enrols at a driving school and passes the theory and road tests, plus the eye test. Some experienced drivers may find a faster, reduced-class route exists; confirm the current options with the RTA before you plan around it.

Where can I check the current rules?

On u.ae, the UAE Government portal, and rta.ae, Dubai's Roads and Transport Authority. The RTA exchange list can change without notice, so confirm the current rule there, and with your rental company, before you travel or book. For the IDP itself, ask your RTO or an authorised motoring association in India.
