Quick answer

Yes, as a visitor. At the time of writing you can rent and drive in Dubai on a valid Saudi licence with no International Driving Permit (IDP), because Saudi Arabia is a GCC country. Bring the original licence, your passport and a credit card in the main driver's name. A UAE resident must drive on a UAE licence; Saudi Arabia is on the RTA's exchange list, so the swap needs no road test. Confirm the live rule on rta.ae and u.ae.

Visitor or resident: which rule applies to you?

A Saudi licence is treated in two completely different ways in the UAE, and the dividing line is a UAE residence visa. A visitor is a tourist or short-stay traveller, on a visa or a visa on arrival. A resident is someone who holds a UAE residence visa.

At the time of writing, visitors can rent and drive on their Saudi licence. Residents must drive on a UAE licence, because a home licence is no longer valid for driving here once you hold a residence visa. The next two sections take each case in turn, and a table after them puts the two side by side.

Renting as a visitor: no IDP needed with a Saudi licence

Saudi Arabia is a GCC (Gulf Cooperation Council) country, and at the time of writing a valid Saudi licence is accepted for GCC visitors. You drive your rental on the Saudi licence while you are visiting, and no International Driving Permit (IDP) is needed.

An IDP is a translation of a licence, not a replacement for it, and it is generally needed when a licence is not in English or Arabic, or when the country isn't recognised. As a GCC licence holder you fall outside that rule, so there is nothing to arrange in Saudi Arabia before you travel.

As a general rule for visitors, driving on a home licence is valid for roughly up to 3 months or the length of your visa, whichever is shorter, so check your dates against the live rule on rta.ae or u.ae. Taking a rental across a border is a separate matter: the company must authorise cross-border use, so ask before you book.

At the rental counter you will typically need the three items below. Our guide to documents to rent a car in Dubai covers the wider paperwork picture.

  • Your original Saudi licence, not a photocopy.
  • Your passport, with your UAE entry stamp or visa.
  • A credit card in the main driver's name, for the deposit.

Rental companies vary in what they check, so when you book, ask what yours will want to see at the counter.

If you live in the UAE: swapping your Saudi licence

Once you hold a UAE residence visa, you must drive on a UAE licence. Your Saudi licence is no longer valid for driving here, so the visitor rule above stops applying to you.

For a Saudi licence holder the route is the short one. Saudi Arabia, a GCC country, is on the RTA's exchange list, so you can swap your licence without a road test. At the time of writing the swap is an eye test plus fees, around AED 1,000. The RTA's 2025 announcement put the list at about 57 countries: 5 GCC, 38 European, 13 Asian and Latin-American, and 1 African.

Residents from countries that are not on the list must enrol at a driving school and pass the theory and road tests, as well as the eye test. As long as Saudi Arabia stays on the list, you avoid that. The RTA can change the list without notice, so confirm that it is still there, and check the current steps and documents, on rta.ae or u.ae before you apply.

Not a Saudi national? For a few exception countries (the UK, US, Germany, France and Japan) the RTA goes by the issuing country rather than nationality. Saudi Arabia is not one of them, so confirm with the RTA that your Saudi licence qualifies before you plan around the swap.

Saudi licence in Dubai: visitor and resident side by side

The only thing that moves you from the first row to the second is a UAE residence visa.

Practical tips before you reach the rental counter

Terms differ between rental companies, so treat these as things to check rather than fixed rules. New to renting in Dubai? See our guide to renting a car in Dubai for the first time. Under 25? See our guide to under-25 car rental.

  • Age and experience: the minimum rental age is usually 21, often 25 for luxury cars, and companies usually want the licence to have been held for at least one year.
  • The deposit: it goes on a credit card in the main driver's name, so make sure the main driver on the booking is the cardholder.
  • Tolls: Salik is Dubai's road-toll system. Ask how tolls are handled on your rental, as practice varies by company.
  • Insurance: ask what the rental insurance includes and what it leaves out before you sign.

Before you book: confirm the live rule

This guide was last checked in October 2026, and licence rules can change. The two official sources are the UAE Government portal (u.ae) and Dubai's Roads and Transport Authority (rta.ae). The RTA exchange list can change without notice, so confirm the current rule on rta.ae or u.ae, and with your rental company.

For the wider picture on foreign licences, see our guide to driving in Dubai on a foreign licence. Then run through this short checklist before you book:

  1. 1Decide which case you are in: a visitor, or a holder of a UAE residence visa.
  2. 2Check the live rule on rta.ae and u.ae, including the current exchange list if you live in the UAE.
  3. 3Ask your rental company what it needs at pickup (documents, minimum age, how long the licence must have been held, the deposit) and, if you plan to take the car across a border, whether it authorises that.
  4. 4Pack the originals: your Saudi licence (not a photocopy), your passport with your UAE entry stamp or visa, and a credit card in the main driver's name.

Frequently asked questions

Do I need an International Driving Permit (IDP) to rent a car in Dubai with a Saudi licence?

No, not as a visitor. Saudi Arabia is a GCC country, so at the time of writing a valid Saudi licence is accepted for GCC visitors and no IDP is needed. An IDP is a translation of a licence, not a replacement for it, and is generally needed when a licence is not in English or Arabic or the country isn't recognised. Rental companies vary, so check what yours asks for when you book.

Can I drive in Dubai on my Saudi licence as a tourist?

Yes, at the time of writing. As a visitor you can rent and drive on your valid Saudi licence while you are in the UAE. This is the visitor rule only: residents are treated completely differently, and once you hold a UAE residence visa your Saudi licence is no longer valid for driving here.

I live in Dubai. Can I swap my Saudi licence for a UAE one?

At the time of writing, yes. Saudi Arabia is on the RTA's exchange list, so a Saudi licence can be swapped without a road test, for an eye test plus fees of around AED 1,000. The list can change without notice. For a few exception countries (the UK, US, Germany, France and Japan) the RTA goes by the issuing country rather than nationality, and Saudi Arabia is not one of them, so if you are not a Saudi national, confirm with the RTA that your licence qualifies. Check rta.ae or u.ae for the current steps.

How long can I drive on my Saudi licence in Dubai?

As a general rule for visitors, driving on a home licence is valid for roughly up to 3 months or the length of your visa, whichever is shorter, so check your dates against the live rule on rta.ae or u.ae. Once you hold a UAE residence visa the visitor rule no longer applies, and you must drive on a UAE licence.

What documents do I need to pick up a rental car with a Saudi licence?

Typically your original Saudi licence (not a photocopy), your passport with your UAE entry stamp or visa, and a credit card in the main driver's name for the deposit. No IDP is needed. Companies vary, so ask yours for its full list when you book.

What is the minimum age to rent a car in Dubai?

It is usually 21, and often 25 for luxury cars. Companies also usually want the licence to have been held for at least one year. Limits vary by company and by car, so check before you book.

Where can I check the current licence rules for Dubai?

The official sources are the UAE Government portal (u.ae) and Dubai's Roads and Transport Authority (rta.ae). The RTA exchange list can change without notice, so confirm the current rule there, and with your rental company, before you travel or apply.
